The Procurement Coordinator is responsible for receiving purchase order invoices in the system as well as various assigned field purchasing activities for the Edmonton Valley Line West LRT Project. Key responsibilities include receiving inventory / invoices, coordinating and expediting the Purchasing Process for specialty items, consumables, management and selection of subcontractors and suppliers, management of the RFP process and negotiation.  

Main Responsibilities

•    Collaborate with the construction team to verify deliveries and collect all receiving documentation.
•    Enter received materials into the internal database, ensuring inventory levels remain accurate; investigate discrepancies and document explanations as needed.
•    Coordinate with vendors regarding deliveries and confirm Change Orders have sufficient funding to cover additional costs.
•    Monitor Purchase Order (PO) status and notify Construction or Commercial teams when top-ups are required by initiating Change Requests.
•    Liaise with Accounts Payable (AP) for clarifications and maintain the Invoice Tracker (Excel) by reviewing and updating entries.
•    Report any supply chain concerns or required interventions to the Supply Chain Supervisor.
•    Compile and maintain receiving records in JDE.
•    Coordinate with Buyers and Project Controls to confirm cost codes are accurate.
•    Comparative analysis and conformity of bids including prepare and update RFP comparison tables   
•    Preparation, issuance and administration of purchase orders and change orders through to follow-up of transport, logistics, and importation, as applicable
•    Supports the vendor identification, pre-qualification, and recommendation of vendors for specific requirements, consistent with the Project Agreement and other parameters. 
•    Follows procurement policies and procedures and ensures compliance with business ethics and conflict-of-interest policies
•    Negotiate with vendors and/ or subcontractors and prepare subsequent Purchase Orders and/ or Contract Agreements and delivery dates, working with the Procurement and Legal leads
•    Serve as lead in resolving vendors, subcontractor and supplier disputes including issues with processing of payments
•    Assist Accounts Payable as required in investigation into disputed invoices or payments
•    Various special projects or duties as assigned 

Requirements

•  Three to five years of relevant work experience in procurement activities in the construction industry, or an equivalent combination of relevant education and experiential background

Skills, Competencies, Attributes
•    Knowledge of and previous work experience in the Rail and Systems market or experience on a large, public infrastructure project an asset 
•    Excellent written, verbal and electronic communication and organizational skills
•    Extremely accurate data entry and proofreading skills
•    Demonstrated ability to learn new software programs and maintain records in MS Office Suite
•    Intermediate skill in Microsoft Excel and Word
•    Knowledge of suppliers and subcontractors in North American marketplace
•    Experience with transport and logistics activities
•    Excellent interpersonal skills 
•    Tactful but assertive, with experience in sourcing and procurement
•    High degree of professionalism and confidentiality
•    Must be able to work independently and find solutions
•    Must be able to work in an open workspace
•    Must be able to negotiate the terrain of an in-process construction site when required, including steep or slippery terrain, climbing stairs and ladders, use of an aerial lift, and working outdoors in all types of Edmonton weather
