About the Role
The Construction Systems Manager is responsible for elevating the maturity, consistency, and performance of project management across all Terus regions. This includes defining and governing standardized project management processes, leading digital project-management system adoption, and ensuring consistent application of best practices across the construction lifecycle. This role acts as the organizational authority on project management standards and provides expert consulting on complex and high‑risk projects. The Construction Systems Manager partners with regional teams to improve planning, execution, risk management, cost control, digital tool adoption, and overall efficiency. The purpose of this role is to build a unified, high‑performing project management culture that drives improved project outcomes, reduced risk, and enhanced profitability for Terus.The scope of responsibilities includes, but is not limited to:
• Owns and governs the project management framework and standards across all regions.
• Has authority to evaluate PM practices, recommend corrective actions, and enforce standardization where required.
• Leads PM digitalization efforts including tool selection, implementation, training, and adoption.
• Advises executive and regional leadership on PM capability gaps, risks, and performance trends.
• Directly influences project outcomes through consulting involvement on complex or high‑risk projects.
Main Responsibilities
Governance & Standardization (Core Mandate)
- Develop, maintain, and govern Terus’ standardized project management framework, including procedures, templates, checklists, project gates, and reporting standards.
- Conduct reviews and audits of regional PM practices to ensure compliance and consistency across all nine regions.
- Lead PM maturity assessments and create improvement plans for each region.
- Establish and maintain contract administration standards, cost‑tracking expectations, and risk‑management practices.
Digitalization Leadership
- Lead the digital transformation of project management by implementing modern PM tools, systems, and workflows.
- Partner with IT and Construction leadership to build a digital roadmap for project delivery.
- Develop digital workflows for scheduling, daily reporting, progress tracking, change management, and cost control.
- Ensure data governance, accuracy, and consistency across all project-related data sources.
- Drive adoption through coaching, user training, and change‑management strategies.
Consulting on High‑Risk and Complex Projects
- Act as SME advisor on large, strategic, or high‑risk construction projects.
- Provide expert-level support in project setup, risk reviews, constructability assessments, and stakeholder alignment.
- Facilitate decision-making on mitigation strategies and recovery plans when projects face challenges.
- Support regional teams during pre‑construction, execution, and closeout phases to ensure adherence to standards.
Capability Building & Training
- Mentor and coach Project Managers, Project Coordinators, Superintendents, and Estimators on best‑in‑class practices.
- Build and deliver training programs on planning, scheduling, risk management, cost control, and digital systems.
- Establish knowledge‑sharing platforms and communities of practice across regions.
- Coordinate cross‑region learning, replication of best practices, and benchmarking sessions.
Performance Monitoring & Insights
- Develop PM KPI dashboards to track schedule performance, cost performance, forecasting accuracy, change orders, and productivity.
- Analyze PM performance across regions to identify trends, systemic issues, and opportunities for improvement.
- Prepare quarterly reports and insights for GM Construction and Senior Leadership.
- Support regions in implementing corrective actions and improvement plans.
Continuous Improvement & Innovation
- Champion Lean Construction principles and continuous improvement methodologies.
- Lead initiatives to enhance productivity, reduce waste, and improve project predictability.
- Drive lessons‑learned programs, root‑cause analysis, and post‑project review processes.
- Monitor industry trends and emerging technologies to keep Terus’ PM practices competitive.
Experience and Knowledge Requirements
Education & Credentials
- Degree in Construction Management, Engineering, or related field (or equivalent experience).
- PMP, CAPM, CCP, or equivalent certification preferred.
- Lean/Continuous Improvement training or certification is an asset.
Experience
- 10+ years progressive project management experience in heavy civil, road construction, or infrastructure.
- Proven experience implementing standardized project management processes across multiple locations.
- Strong understanding of PMO principles, governance, and maturity frameworks.
- Demonstrated experience leading digitalization initiatives in construction environments.
- Experience advising or leading large/complex construction projects.
Knowledge & Competencies
- Advanced knowledge of project controls, scheduling, risk management, cost management, and forecasting.
- Excellent leadership and coaching skills.
- Strong communication and influential advisory capabilities.
- High data literacy: ability to interpret and synthesize operational data.
- Ability to travel up to 50%.
The anticipated salary range for this position is $110,000- $130,000CAD plus eligibility for an annual performance bonus. The final compensation package will be determined based on factors including the candidate's job-related knowledge, skills, and experience.
